PRIORITIES

KEEPING JUNO BEACH, “JUNO BEACH”

I am deeply committed to preserving the unique charm of our seaside town by preventing overdevelopment and safeguarding our beloved natural areas, beaches, parks, and open spaces. My unwavering dedication extends to ensuring transparent and fiscally responsible governance, one that remains accountable to our citizens. Prioritizing public safety and addressing traffic speed and congestion are among my key concerns, as well as beautification of our Town for our continuous improvement.

QUALIFICATIONS

ATTORNEY AND LONG TIME RESIDENT

As a Florida attorney for over thirty years, I spent the first 20+ years of my career dedicated to environmental issues as corporate counsel for Florida Power & Light Company/ NextEra Energy, and in Tallahassee State Government. Implementing environmental programs and drafting legislation, rules and policies for environmental protection adds valuable insights and experience to the Juno Beach Town Council. Over the past ten years, until my recent retirement, I have been in private practice focusing on Elder Law. I have resided in Juno Beach alongside my husband and daughter for over two decades.

PROVEN COMMUNITY LEADER

For the past year, it has been my privilege to serve as your Juno Beach Town Council member. Prior to being elected to Town Council, I was appointed to the Planning and Zoning Board and elected by my peers to Chair the Board. While in these positions, I’ve led efforts to improve our land development regulations to Keep Juno Beach, Juno Beach and to stop overdevelopment. As the President of the Juno Beach Ecology Group, we continue to work toward our mission to protect our beaches, natural areas, parks and open spaces. In 2022, I received the Citizen of the Year award from the Juno Beach Civic Association for environmental stewardship.

COUNCIL ACCOMPLISHMENTS TOWARDS OUR SHARED GOALS 2024:

Master Plan: Initial steps taken toward planning our 10-20 year Community Vision that will benefit our residents and that will direct future slow growth that maintains what is unique about our community, on council goal list, scoping meeting complete and budgeted. To Be Completed (TBC) 2025Q4

Strategic Plan: Began the work to achieve a 2- 5 multi-year workplan focusing on strategic initiatives and work plan tasks to focus resources on achieving results. TBC 2025Q2

Land Development Code Changes: Priorities set and Town staff working with a contractor to complete code changes for landscaping or beautification, techniques for slow growth, volume, massing, and density of builds.

Land Development Hearings Procedure Changes to remove bias in favor of developers by requiring Open Forum Public Workshops where residents participate in the process

Safeguards created against affordable workforce housing,” Live Local Act” projects that can be administratively approved by staff and up to 12 stories in our commercial zoned areas

Increased parking requirements for new construction multi-family residential properties to prevent off-site parking and to achieve smaller building footprints & more landscape requirements

Amended Purchasing Policy to require preference for Made in U.S.A. and Made in Florida, also preference for purchase of environmentally friendly product alternatives and added procedure checklist for Council signature check approvals

MY QUALIFICATIONS TO REPRESENT YOU

My legal education and law practice, including quality improvement and six sigma training, make me uniquely qualified to continue to represent you on Town Council. I have used my skills of strategic analysis to get to the root cause of issues and to identify opportunities available for improvement. I bring appropriate, tailored, and creative solutions to move us toward improvements while considering the historical context of issues before our Town. From both my service on Town Council and my service on the Planning and Zoning Board, you know that I do my homework, benchmark other communities, and bring new ideas. I have demonstrated the skills needed to collaborate with staff and council to assure our citizen values and goals are fulfilled. I will continue to work for you to implement a shared community vision. We are on that path with the work completed for a Master Plan and a Strategic Plan. There is more work to be done to put processes in place for project management and setting priorities. We also need processes to assure citizen participation in decision making. When re-elected, I will continue to work to ensure our Codes and Comprehensive plan protect our Town from overdevelopment, and to fight for local control over land use decisions instead of ceding those decisions to State government in Tallahassee or to outside developers.

My resume highlights include:

Small business owner: For over ten years, the owner of an Elder law firm, Legacy Matters, P.A., dedicated to helping families through transitions, planning for the long-term care of their love ones, creation of Estate Plans, Wills, Trusts and Estate Administration.
Corporate Environmental Counsel: Sixteen years with Florida Power & Light Company/NextEra Energy environmental corporate counsel interpreting regulatory requirements, establishing process and procedures for risk reduction and certainty in outcome while implementing programs for environmental protection within various business units.
State Government Executive Branch Agency: Five years, as Assistant General Counsel with executive branch agency in Tallahassee working on environmental issues through legislative initiatives, drafting program rules, policies, procedures, and implementing permitting programs.

ABOUT DIANA

I’ve called Juno Beach my home for over two decades. It’s where my husband, Red Dunn, and I had the pleasure of raising our daughter, Ruby.

I enjoy time with my family, which includes our daughter, two stepsons, six grandchildren and our spirited terrier mix Roo, who found a loving home with us through adoption from Furry Friends.

In addition to family life, I find fulfillment in giving back to our community. I serve as Prayer Chaplain at Unity Church of Jupiter, who now shares space with Oceanview Methodist Church in Juno Beach. My hobbies include scuba diving right off our picturesque coast as well as exploring underwater worlds in far-off places like Indonesia, the Philippines, Solomon Islands, and closer to home in the Caribbean. In my earlier career, I held a U.S. Coast Guard captain’s license and was a boat captain in the Florida Keys.

My husband and I support organizations that enrich our community, including the Juno Beach Civic Association, the Juno Beach Historical Society, Friends of the Arts, the Police Foundation, Loggerhead Marine Life Center, and Busch Wildlife.
